NOA 2019

All the Nordic countries face a new and worsened security situation, and need a strengthening in the defence budgets to be able to keep a balance to our neighbours.

During the last decades the personnel area has been an area of reduction and tightening measures. And all the countries have experience cut on rights, conditions and/or arrangement for the personnel.

Without personnel and proper manning, there will be no defence forces. It takes longer time to develop personnel with the right competence, than to acquiring the material itself. Especially concerning modern and complex system. Filling the structure with personnel without the right military skills, will not do the job.

We highly recommend all the Nordic governments to increase the focus on how to retain and recruit personnel. We need competent personnel with sufficient military educationEspecially the focus on how to retain personnel is important. We need to improve the working-condition our personnel serve under, including adequate working-time regulations allowing a modern work-life balance and make service in our armed forces to a preferred choice by young people.
